Why Vlora, not Tirana — how to read Albania's large energy agreements

Six billion dollars. One agreement. A city most investors in Central Europe have never heard of is becoming the energy interconnection point for the entire region.

This refers to a twenty-year contract for the supply of American LNG, signed by Albania's Albgaz with Aktor LNG USA in late April 2026, worth 6 billion USD (sources: bne IntelliNews, European Western Balkans). A parallel memorandum covers the construction of an integrated energy hub in Vlora.

That is no accident. Vlora has access to the sea, proximity to Greece and Italy, and a government that has been building transmission infrastructure for precisely this scenario for years.

For an investor arriving from outside, one thing matters: are you entering a market that is only now opening, or one that larger players are already playing out. Albania today sits somewhere in between — the large players (the United States, the European Union, Italy) have already arrived, but the local delivery infrastructure still needs partners who understand the ground.
